"TAIPEI: Taiwan has passed a bill on renewable energy in a move which is expected to attract NT$30 billion (US$937 million) worth of investment, the government and reports said Saturday.

Parliament on Friday approved the bill, which is aimed at adding between 6,500 and 10,000 megawatts of installed energy from renewable sources over the next 20 years, said the economics ministry.

Currently, Taiwan has only 2,278 megawatts, or 5.8 per cent of installed capacity, from renewable sources, according to the state-run Taiwan Power Co.

The government will offer incentives and loosen regulations on renewable energy providers, and create a pricing mechanism for various sources of renewable energy, such as solar or wind.

Previously, providers had to sell electricity to Taiwan Power at NT$2 per kilowatt-hour, compared with NT$8 they recommended.

The bill was welcomed by industry watchers and is estimated to spur at least NT$30 billion in investment in the first year and create more than 10,000 jobs, the United Daily News reported.

The clean-energy industry is expected to generate some NT$100 billion in revenue within one to two years, it said.

The bill is part of the government's plan to reduce carbon dioxide emissions to 2008 levels by 2016, and to 2000 levels by 2025."

 "Solar City" proves allure of sun's energy in Japan

OTA, Japan (Reuters) - Solar panels glisten across Ota City's tiny Pal Town neighbourhood, nestled among strawberry fields in one of Japan's sunniest spots, a testament to the allure of renewable energy in this resource-poor country.

Three-quarters of Pal Town's homes are covered by solar panels, which are distributed for free and have become one of the main draw-cards for residents keen to minimise their power bills.

"We moved here because of the panels -- it was something we wanted, but not something we could afford on our own," said resident Mika Hiroshima, who moved to Ota with her husband and two small children in early 2005. "It just doesn't pay."

Google, the Internet search and advertising giant, is increasingly eyeing the energy sector as a potential business opportunity.

From its beginning, the company has invested millions of dollars in making its power-hungry data centers more efficient. Its philanthropic arm has made small investments in clean energy technologies.

But in recent weeks, Eric Schmidt, the Google chief executive, has hinted at the companys broad interest in the energy business. He also joined Jeffrey Immelt, the chief executive of General Electric, to announce that they would collaborate on policies and technologies aimed at improving the electricity grid. The effort could include offering tools for consumers.
